Suddenly freezes before a walk... happened twice today. (Canon 7D)

It happened earlier today during our 1st walk but then again later that afternoon for a 2nd walk.  Ciel suddenly freezes and looks like she had a bite on her strap.  Won't snap out of it until I call her.  Not too sure what this is...
